Issuance and renewal of Identity Cards of members of Missions and International Organizations.
Members of Missions and International Organizations are entitled to an Identity Card which shall:
- Be issued based on the passport type of the member (Diplomatic, Non-diplomatic, Special)
- Be issued for the duration of tour of duty or three years, whichever is less.
- Not be renewed in case the remaining tour of duty of a member is less than three months.
Requirements to apply for an identity card by Missions and International Organization:
- Inform the Department of Protocol on the arrival of its member and dependent(s).
- Submit a duly filled form. You can download the form here.
- Enclose a copy of passport and passport size photo of the member and dependent(s).
Requirements to renew an identity card by Mission and International Organization:
- Inform the Department of Protocol on the remaining tour of duty of the member.
- Submit a duly filled form. You can download the form here.
- Enclose a copy of passport and passport size photo.
*Note: Replacement of a lost identity card shall be subject to a penalty of Nu. 1000/-

Attestation of documents
THE DEPARTMENT OF PROTOCOL and CONSULAR AFFAIRS WILL ATTEST DOCUMENTS AS FOLLOWS:
TIMING
- Documents shall be attested and returned to the applicant within one working day.
- Documents for the attestation may be submitted to the Consular Affairs Division between 0900 to 1200 hrs on Monday(s) and Thursday(s).
- Applicants can collect the attested documents from the Division between 1400 to 1700 hrs on Tuesday(s) and Friday(s).
APPLICATION PROCESS
Applicant shall:
- apply for attestation of a document with a duly-filled in Declaration Form. Reason should be stated for attestation. The form can be downloaded here.
- produce original document for verification at the time of attestation.
- pay a fee of Nu. 300/applicant when submitting the application. Payment can be made at the payment counter of the Passport Office.
DOCUMENTS
- The Ministry shall attest documents only upon notarization by the Public Notary Office.
- The Ministry shall not attest original and/or laminated documents.

Issuance, transfer and deregistration of CD numbers.
Issuance
Missions/International Organizations/Other Organizations may apply for a CD number to the Department of Protocol with the following documents:
- Submit a duly filled form. You can download the form here
- Original invoice of the vehicle.
- Bhutan sales tax/ Import duty exemption certificate.
- Clearance for green tax.
- A copy of passport and passport size photograph for registration in the name of member only.
Transfer
To transfer a CD number to another vehicle, Mission/ International Organization/ Other Organization are required to:
- Inform the Department of Protocol 14 days prior to the transfer of the vehicle.
- Provide CD number of the old vehicle.
- Dispose the old vehicle as per the Road Safety and Transport regulations.
- Provide details of the new vehicle.

Note: Only official vehicles shall be allowed to transfer the same CD number to another vehicle.
De-registration
Mission/ International Organization/ Other Organization shall inform the Department of Protocol for de-registration of vehicle 14 days prior to disposal of a CD vehicle, either by sale, gift or export.
- Bhutan Sales Tax/ Import Duty Exemption Certificate
Request for exemption certificate of Bhutan Sales Tax and Import Duty shall be made through the Department of Protocol with the following documents submitted in person:
- Duly filled-in forms for BSTEC/IDEC. You may download the link here.

- Copy of invoice of goods bought.
- Copy of identity card issued by the Ministry.

Issuance of Duty Free Card
Request for duty free card shall be made through the Department of Protocol with the following documents submitted in person:
- Duly filled-in duty free membership form. You may download the form here.
- A recent passport size photograph; and
- A copy of the identity card issued by the Ministry.
