Bhutan opened to the international visitors in 1974 to share its unique spiritual, cultural and natural heritage. As a country emerging out of isolation, tourism was recognized as a potential driver of socioeconomic development while generating valuable foreign exchange which can be used to finance development.
Since 1974 Bhutanese tourism was guided by the policy of ‘High value, Low volume’ with the government actively engaged in managing visitors through the implementation of a prepaid pricing and payment system with a minimum daily rate that covers an all-inclusive package. This policy ensures a balance between economic returns and non-material gains such as preservation of the environment and culture with arrivals guided by the carrying capacities of the various services to ensure wellness and wellbeing of the visitors.
